An offline KJV Bible app without ads popping up all day
Short answer: If a Bible app pops up over your other apps, it almost always has the Android permission "Display over other apps" or schedules several reminders a day. Turn that permission off in Settings > Apps > Special app access > Display over other apps, limit its notifications, or switch to an app that stores the Bible offline and asks for neither.
What users complain about
Reviews of popular daily-verse apps repeat the same things: "they pop up on my phone ALL DAY LONG", an ad on the very first tap, reminders that keep coming after you already read, and background music that will not stop. None of these are needed to read Scripture.

- Overlay permission: a reading app has no need to draw over other apps.
- Reminders: can you pick one time, and does it stop once you have read?
- Login: can you open a chapter without an account?
- Offline text: does it work in airplane mode, or stream every chapter?
- Audio: is music off by default?
- Ads: free apps need ads, but they should stay inside the app.
